Job Summary: Job incumbent is responsible for providing professional and technical expertise in all applicable areas of forestry practice and wildland fire management to clients and to provide leadership and direction to the forestry and wildland fire staff to accomplish these goals. The TCC Forestry Program provides forestry and wildland fire technical assistance to Native allotment owners, Tribal councils, village and regional Native corporations, and other public and private landowners. Services provided include technical assistance with forest inventory, timber sales, forest management planning, vegetation mapping, forest development projects, forest health projects, wildland fire management, wildland fire crew management, wildland firefighter training, hazardous fuels mitigation projects, and community wildfire protection planning.
Representative Duties: Under the general supervision of the Natural and Cultural Resources Manager, job incumbent:
- Supervises, trains, and evaluates Forestry staff.
- Conducts timber resource inventories and prepares forest management plans, forest stewardship plans, woody biomass resource assessments, and timber and biomass harvest plans.
- Reviews business proposals and makes recommendations to clients on merits of projects.
- Assists allottees and tribes with forest management activities. Activities may include partnering with villages and village corporations, timber sale planning and administration, timber appraisals, forest development projects, forest health projects, hazardous fuels mitigation projects, community wildfire protection planning, contract compliance, and related tasks.
- Conducts workshops and provides consultation on forest management, land use planning, wildland fire management, and community wildfire protection planning for villages and corporations when requested
- Identifies new projects and sources of income to sustain program objectives and goals.
- Provides direction to staff and prioritizes work duties to complete projects on time and within established budget.
- Monitors and provides advice on state and federal legislation that impacts Native lands and their forest resources. Attends Alaska Board of Forestry meetings and participates in an advisory or membership role with other groups including the Alaska Forest Stewardship Committee and the Alaska Wildland Fire Coordinating Group (AWFCG). Participates in professional forestry associations and groups, including the Intertribal Timber Council (ITC) and the Society of American Foresters (SAF).
- Monitors budgets and completes administrative duties as required. Normal duties are quarterly and year end program reports, budget preparation and compliance.
- Provides training and education opportunities for native students.
- Manages wildland firefighter training activities.
- Manages and provides oversight for wildland fire crew operations.
Performs other job-related duties as assigned.
- Bachelors of Science Degree in Forestry.
- At least five years professional forestry, wildland fire, or natural resource management experience.
- At least three years of supervisory experience.
- Strong written, verbal, analytical and interpersonal skills.
- Computer skills, including the use of word-processing software, spreadsheets, databases and geographic information systems (GIS).
- Ability to work in remote areas and in cross cultural environments.
Other preferred qualifications:
Advanced expertise in relational database management systems (RDBMS), geographic information systems (GIS), computer application development, web application development, statistics, and data processing.
Supervision: This position supervises: (1) Inventory Forester, (1) Allotment Forester, (1) Forester/GIS Coordinator, (1-2) Temporary Foresters, (2-3) Forestry Technicians, and approximately (15-20) seasonal field crew staff.
Physical demands: Job incumbent must be able to operate and maintain chainsaws, outboard motors and related equipment, riverboats, 4-wheelers, and snow machines. Must have superior outdoor skills. Extensive village travel required. Field projects are often in remote locations with minimal conveniences. May be subject to harsh environmental conditions while performing village visits. Conditions include but are not limited to: travel by small, unpressurized aircraft, helicopters, 4WD vehicles, all-terrain vehicles, and/or boats, lack of running water, poor heat, and extreme weather conditions. Must be able to work for extended periods in field locations both in summer and winter. Must be able to walk at least three to six miles per day in mountainous terrain while doing field work. Must be able to lift and carry up to 50 pounds in support of field equipment to field sites. Position requires sitting, standing, walking, recurring bending, stooping, stretching, and reaching.
Summary: Many forestry projects require unique solutions or adaptations of techniques to new situations. The ability to solve problems relies on the ability to collect and analyze technical data. Information must be communicated to clients, staff and administrators at a variety of levels and degrees of sophistication. Strong interpersonal skills are necessary to encourage staff to work as a team and collaboratively solve and complete projects.
